Marcus D. Ray born in Bowling Green is a life long resident of Kentucky. He is married to the former Antoinette Churchill of Elizabethtown, KY. They have five children and four grandchildren and reside in Elizabethtown, KY. He Graduate of The Kentucky State Police Academy (1987), Western Kentucky University with a Bachelor's in Sociology (1992), and a Graduate of the Command and General Staff College (2005).
Marcus has been a member of the Kentucky National Guard for 30 years and currently holds the rank of Lieutenant Colonel. He has received many awards during his service to include a Bronze Star while servicing in Operation Enduring Freedom. He has been a member of the NAACP since
1991 and life member since 1995. He has held various position in the Hardin County Branch to include Secretary for ten years and Chairman
of Community Coordination for two years prior being elected President in 2010.Marcus was instrumental in forming and passing the Private Investigator laws in Kentucky and was appointed to the first State Board on Kentucky Private Investigation by Governor Patton. He has served on
several committees throughout the State to include the Executive Committee Kentucky State Conference NAACP, Executive Committee Kentucky
National Guard Association, Executive Committee Kentucky Constables Association, Executive Committee Kentucky Private Investigators Association,Committee on Education and Training Kentucky Manufactured Housing Industry, Hardin County Tax Appeal Board, and Hardin County United. He is a Life Member of Alpha Phi Alpha Fraternity, National Guard Association, Kentucky National Guard Association, Military Police Regimental Association; he is also a member of Kentucky Manufacturing Housing Industry, American Legion, National Notary Association,

1ST VICE-PRESIDENT DONNA SMALLS
Donna D Smalls has been 1st Vice-President of the Hardin County Branch NAACP since 2010. She is a graduate of Northern Kentucky University with a Bachelor’sDegree in Organizational Leadership and a Minor in Psychology. She also holds a Master of Science degree from Grand Canyon University in Leadership. She is the mother of five children and Nana to five grandchildren. She has been married for 29 years to Apostle Carl U Smalls Sr. Senior Leader of Restoration Worship Center and Restoration International Ministries. Apostle Smalls is also currently Religious Affairs Chair for the Hardin County Branch and Vice-President of the North Hardin County Ministerial Association. She is Executive Apostle of Restoration Worship Center and Restoration International Ministries and has served in ministry alongside her husband for 27 years. She and her husband co-founded Restoration Worship Center in November of 2001. Donna is a Silver Life Member of the NAACP, Life Member of the Disabled Veterans Association, member of the Democratic Women and a Kentucky Colonel. She is Founder of H.A.R.D (Helping Adults, Adolescents and Angels Reach Dreams) Services Inc. Donna is also a professionally certified housing counselor. Everyone that knows her knows she enjoys reading and making jewelry. Her personal motto is “Love like you’ve never been hurt”.
